University Students’ Perspective of the Role of the
Political Will on Administrative Reform

The objective of this research is to identify the relation between political will and administrative reform. The methodology is based on the views expressed by University of Sana’a students regarding the influence of political will on the administrative reform process in Yemen. Students were asked to what extent they believed the Government had implemented administrative reform as promised in its program, and whether the implementation of these reforms has contributed to containing corruption. The study also attempted to examine the influence of personal inclination on such perspective.

Results have shown that the presence of political will represents the engine of success in administrative reforms, while its absence leads to individual and chaotic actions and moody behavior, hence, to an inevitable failure. Furthermore, striding into the path of administrative reform with the support of a strong political will would undoubtedly lead to the eradication of corruption through reviving justice by bringing those accused of corruption to the law, and protecting and encouraging honest and innovative people.

The findings of the research have also exhibited some influence of personal factors on student’s views, such as the type of faculty a student is enrolled in and the academic level. However, no influence has been found relating to differences based on sex or age, which was quite an expected result.
